PUBLIC WORKS SUPERINTENDENT POSITION DESCRIPTION

City of Hazlehurst Public Works Department

GENERAL PURPOSE OF POSITION:  Performs complex professional, administrative and technical work involved in planning, organizing, directing and supervising the Public Works Department, in the areas of environmental, water, water treatment, wastewater, wastewater treatment, streets, sidewalks and drainage, solid waste collection and disposal, the maintenance and repair of cemetery, park buildings and grounds; and other public works projects and programs.  Work involves the responsibility for long range and current planning, survey, design and inspection of all streets, parks and cemetery projects, and of all contract engineering projects.  The employee delegates day-to-day activities to staff, but performs unusual tasks which requires a high degree of skill and technical knowledge.  The employee exercises independent judgement and discretion on all technical matters within the department subject to the guidelines set by the Mayor and Council.

SUPERVISION RECEIVED:  Works under the board policy guidance and direction of the Mayor and Council.

SUPERVISION EXERCISED:

=         Exercises supervision over Department Heads, maintenance and professional staff subordinates.

=         Determines work procedures, prepares work schedules, and expedites workflow.

=         Issues written and oral instructions.

=         Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures as directed by the Mayor and Council.

=         Studies policies and procedures to improve efficiency and effectiveness of operations.

=         Maintains harmony among workers and resolves grievances.

=         Prepares composite reports from individual reports of subordinates.

=         Adjusts errors and complaints.

=         Prepares and documents budget request; administers adopted budget in assigned area of responsibility.

=         Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment, and infrastructure of the public works department and reports same to Mayor and Council.

=         Evaluates public works needs and formulates short and long range plans to meet needs in all areas of responsibility, including streets, right-of-ways, sidewalks, storm drains, water distribution, water treatment, wastewater collection, sewer lift stations, wastewater treatment, solid waste collection and disposal, storm water collection and drainage, and infrastructure.

=         Determines applicable codes, regulations and requirements for assigned projects.

=         Reviews, make recommendations, and assist in developing and/or updating, of the City Comprehensive Sewer Plan, Comprehensive Water Plan, Capital Improvement Program, and other plans involving the municipal infrastructure.

=         Reviews, coordinates and prepares updates of the sanitary sewer, water, storm drainage, and street system maps, data base, and comprehensive plans.

=         Oversees the maintenance of infrastructure, equipment, streets, and all public works assets.

=         Monitors inter-governmental actions affecting public works.

=         Responds to public and other inquiries relative to department policies and procedures.  Evaluates issues and options regarding municipal public works and make recommendations.

ASSOCIATES DUTIES: Assists in the training of city personnel in public works systems and techniques.

EDUCATION AND EXPERIENCE:

=         High School Graduate Required and Advanced Education Preferred

=         Minimum of five (5) years previous construction work experience with at least three (3) years in a supervisor’s role.

=         Any equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES:

=         Knowledge of civil engineering principles, practices and methods as applicable to municipal setting; knowledge of applicable City policies, laws, regulations affecting department activities or related fields

=         Skills in operating the listed tools and equipment.

=         Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public.

=         Experience in heavy industrial equipment operations and maintenance.

=         Metal Fabrication experience preferred.

=         CDL required.

TOOLS AND EQUIPMENT USED:IN SCOPE OF WORK: Personal computer, including word processing, spreadsheet, and data base; motor vehicle; telephone; radio; fax and copy machine.

PHYSICAL DEMANDS:Outdoor work is required in the inspection of various land use developments, construction sites, and/or public works facilities. While performing the duties of this job, the employee is required to stand; walk; use hands to finger; handle, feel and operate objects, tools and controls; and reach with hands and arms.  The employee is required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk; hear; and smell. The employee must be able to lift and/or move up to 50 or more pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.

WORK ENVIRONMENT:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee works in outside weather conditions.  The employee works near moving mechanical parts and in high, precarious places and is exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

The Hazlehurst Police Department is looking for Georgia Post Certified Law Enforcement Officers who will serve and protect through dedication, professionalism, active cooperation with the community, and respect for human dignity. HPD is dedicated to finding, training, and retaining the highest quality police officers possible.

The candidate selected will wear many hats while on duty, including those of diplomat, counselor, traffic controller, security expert, social worker and more.   

Minimum Requirements

=         Georgia P.O.S.T. Certification

=         U.S. Citizen

=         Possess a valid driver's license 

=         21 years of age

=         Possess a high school diploma or GED certificate

=         Have no felony or misdemeanor convictions involving moral turpitude or domestic violence

=         2 years of experience

=         Other Requirements may apply

Starting Pay is $15 per hour
